I ordered this to stabilize a 1-Bike Scooter carrier. Barely made a difference. I tried screwing-down from the top & side with no better results either way.
This might be OK for a light duty rack, maybe a single bicycle but did nothing for a mid-weight carrier.
Another review stated it best, a piece of wood ("shim") might work just as well. That's what I will be trying next, as this is being returned.

I don't have a Swagman bike carrier, but this worked with the carrier I have. I think it would work with just about an 2 inch hitch mounted carrier.

We tried this because the Swagman bike rack we have was quite wobbly. This helped a little but I think a piece of wood or a shim might have worked just as well.
